Jakarta — The Indonesian Civil Servants Corps (KORPRI) at the Ministry of Law has officially begun a new term of service following the inauguration of its Executive Board for the 2025–2030 period. The newly appointed leadership is expected to strengthen member development, protection, and welfare in support of government programs.

The inauguration was conducted by Karjono, Head of the ASN Protection Department of the National KORPRI Board, at the Grand Mercure Kemayoran, Jakarta, on Monday (December 15, 2025).

Secretary General of the Ministry of Law, Nico Afinta, who serves as Advisor to KORPRI at the Ministry, urged the new board to promptly formulate strategic initiatives that deliver tangible benefits to members.

He emphasized the importance of careful planning to ensure KORPRI programs effectively address the needs of civil servants, including solutions to official duties and family-related challenges. These commonly include household needs, education costs, healthcare services, and legal issues arising in the course of official responsibilities.

Accordingly, he said, KORPRI Ministry of Law programs should remain relevant to these concerns while staying aligned with the policies and programs of the National KORPRI Executive Board.

Meanwhile, Karjono underscored the importance of KORPRI at the Ministry of Law serving as a role model in upholding integrity and a strong legal culture. He reaffirmed the organization’s commitment to legal certainty and justice by rejecting all forms of corruption, collusion, nepotism, and abuse of authority.

He also stressed that legal protection is provided only to civil servants who perform their duties professionally and with integrity, and not to those proven to have abused their positions or violated the law. Karjono further reminded all officials to ensure that every policy and legal service remains grounded in the Constitution and applicable laws.

As background, KORPRI is the sole professional organization representing all civil servants in Indonesia, including permanent civil servants and government employees with work agreements. It plays a key role in enhancing civil servant welfare through improved public service quality, bureaucratic digitalization, ideological and character development, as well as career protection and legal assistance.

2025 12 15 Rakor 1

Jakarta – Minister of Law Supratman Andi Agtas expressed his appreciation and gratitude to all work units for their active participation, strong performance, and positive contributions to the Ministry of Law’s achievements throughout 2025. He noted that the spirit of togetherness, collaboration, and commitment built over the year serves as a vital foundation for the Ministry’s continued progress.

Speaking at the opening of the 2025 Ministry of Law Coordination Meeting on Performance Control and Year-End Reflection, Supratman emphasized the importance of reviewing the past year by measuring and evaluating performance, while also designing innovations and strategic breakthroughs for the year ahead.

At the Directorate General of Legal Administrative Affairs (AHU), the Minister praised its significant contribution to the President’s program to establish Merah Putih Village and Urban Cooperatives, with more than 83,000 cooperatives successfully facilitated. He highlighted the unit’s ability to resolve emerging challenges smoothly as a strong and positive response.

The Minister also commended the Directorate General of Intellectual Property (IP) for proposing intellectual property–based financing, an idea inspired by discussions at the WIPO General Assembly. He noted that advanced economies provide strong protection for intellectual property, enabling innovation-based works to access financing. Following the Ministry’s proposal, the government has approved the allocation of funding for IP-based financing in 2026, which the Minister described as a major strategic breakthrough.

At the Directorate General of Legislation, Supratman acknowledged outstanding service performance, particularly the completion of government regulation harmonization within five working days. In East Kalimantan, he noted the introduction of a one-day service innovation, which enabled the harmonization of 169 government regulations in a single day.

Further appreciation was directed to the Law Policy Strategy Agency, whose analytical studies have become a mandatory basis for all Ministry policies, especially ministerial regulations. The Minister emphasized that no policy is issued without evidence-based analysis, reinforcing transparency and accountability in decision-making.

The Minister also recognized the Law Human Resources Development Agency (BPSDM Law) for strengthening staff competencies, particularly following the graduation of cadets from the Indonesian Correctional Polytechnic (Poltekpin). With these graduates transitioning to the Ministry of Immigration and Corrections, BPSDM Law will now face new challenges, including the recruitment of new students.

In terms of management support, positive performance was also attributed to the Secretariat General and the Inspectorate General, particularly in follow-ups on audit findings and human resource management. Looking ahead, after completing public service transformation efforts, the Ministry plans to further refine its merit-based system.

Special appreciation was extended to all regional offices for successfully expanding legal aid posts (Posbankum) nationwide. This initiative represents the state’s tangible presence in ensuring equal access to justice, reaching communities down to the village and urban village levels.

The Minister noted that while the initial target was 7,000 legal aid posts, collaboration between the National Legal Development Agency (BPHN) and regional offices has resulted in the establishment of more than 70,000 posts nationwide.

The coordination meeting carries the theme “Realizing Justice through Digital Transformation of Legal Services toward Indonesia Emas 2045.” The theme reflects the belief that justice is the ultimate goal of the legal system, and that every policy, service, and enforcement effort should deliver fairness to the public.

The meeting is attended by 334 participants, including senior and junior executive officials from central and regional offices, as well as heads of administrative and general affairs. Participants are divided into six commissions to discuss action plans covering management support, general legal administration, intellectual property, legislation, legal development, and technical implementation.

Minister of Law Opens Up 717 Legal Aid Posts in Bali, Encourages Village Governments to Resolve Legal Issues Independently

2025 12 12 Posbankum Bali 1

Badung – Minister of Law Supratman Andi Agtas, accompanied by Bali Governor I Wayan Koster, officially opened 717 Legal Aid Posts (Posbankum) across Bali. With this opening, legal aid posts have now been established in all villages and urban villages across the province, achieving full coverage in nine regencies and cities, supported by 8,680 paralegals deployed throughout Bali.

The presence of legal aid posts and paralegals is expected to enable the resolution of legal issues at the lowest level of government while upholding and incorporating local wisdom.

The Minister expressed hope that village-level administrations would be able to address legal matters independently within their areas. He delivered these remarks during the opening of Legal Aid Posts and the Paralegal Training Program in Bali in 2025, held in Badung on Friday (December 12, 2025).

According to the Minister, the legal aid initiative is not solely the responsibility of the Ministry of Law, but a shared obligation among government institutions and law enforcement agencies. He emphasized the need for collaboration among provincial and local governments, the Supreme Court, the Ministry of Home Affairs, and the Ministry of Villages and Development of Disadvantaged Regions.

The Minister also called on governors and regents to provide greater support to paralegals in their respective regions, noting that even modest forms of assistance could significantly enhance their effectiveness in resolving legal issues. Such support, he added, could help prevent minor disputes from escalating into larger conflicts that harm the community.

In the same event, Governor I Wayan Koster stated that legal aid posts can increase legal awareness among both the public and government officials at the provincial, regency, and village levels. He added that the establishment of Posbankum aligns with Bali’s development vision of harmonizing nature, humanity, and Balinese culture.

The Governor urged provincial and local government officials, village heads, and traditional leaders to actively support the initiative and ensure its successful implementation, so that Bali can serve as a model—not only for rapid establishment of legal aid posts, but also for delivering legal assistance responsibly and effectively.

Meanwhile, Head of the Bali Regional Office of the Ministry of Law, Eem Nurmanah, reported that the inauguration of legal aid posts and paralegal training reflects the concrete presence of Posbankum in Bali as part of efforts to transform access to justice. This initiative, she said, aligns with the seventh Asta Cita priority of the President and Vice President and strengthens synergy among law enforcement stakeholders in the province.

As of Friday, 31 October 2025, all 717 legal aid posts had been established across villages and urban villages in Bali, consisting of 636 village posts and 81 urban village posts, supported by 8,680 paralegals throughout the province. These paralegals will participate in online training conducted in collaboration with 11 accredited legal aid organizations in Bali, involving the Bali Provincial Government, the Bali High Court, the Bali High Prosecutor’s Office, and the Bali Regional Police.

The event also featured the signing of a joint commitment with seven universities in Bali, which will place students in village and urban village legal aid posts as part of their community service programs.

The Vital Role of Peacemakers: Exemplary Figures in Resolving Community Disputes

2025 12 11 Posbankum Jatim 1

Surabaya – Conflicts can arise from many sources, ranging from agricultural issues and land disputes to misunderstandings between neighbors and highly sensitive social matters. Amid such tensions, the presence of peacemakers play a crucial role in resolving disputes, easing conflicts, and restoring social harmony at various levels of society.

Minister of Law, Supratman Andi Agtas, openly praised the work of peacemakers in East Java. During a visit to Gayungan Subdistrict in South Surabaya, he spoke with the local head, Pramudita Yustiani, who successfully resolved a highly sensitive case involving a dispute over the establishment of a house of worship.

The Minister expressed his appreciation for the resolution achieved through the Gayungan Legal Aid Post (Posbankum), noting that the case might not have been easily handled by law enforcement or other state authorities due to its sensitive nature. He delivered his remarks during the inauguration of Village and Subdistrict Legal Aid Posts and the opening of Paralegal Training in East Java on Thursday evening (December 11, 2025).

He further highlighted that the dispute over the house of worship was resolved through dialogue facilitated by the Posbankum and the peacemaker at the local level, ultimately gaining acceptance from the surrounding community. Speaking at Graha Unesa, Campus 2 of the Universitas Negeri Surabaya, Supratman described the achievement as a remarkable example of grassroots conflict resolution.

Reflecting on the nation’s founding values, the Minister recalled the statesmanship of Indonesia’s founding fathers and religious leaders, particularly their willingness to set aside differences for the sake of national unity, as symbolized by the historical compromise on the first principle of Pancasila.

“This spirit of unity in the interest of the Unitary State of the Republic of Indonesia has been reflected in Gayungan,” he said, adding that the example set by peacemakers and paralegals demonstrates how wisdom can grow through inclusive and principled dialogue.

Echoing the Minister’s view, Vice Minister for Villages and Development of Disadvantaged Regions, Ahmad Riza Patria, emphasized that village development should focus not only on physical projects but also on building sustainable systems and ecosystems, including legal service mechanisms.

“Projects may end, but systems endure. Legal Aid Posts are part of that system—a legal service, a mechanism for protecting citizens, and a means of preventing conflict that remains in place despite changes in leadership, government, or programs,” he said. He added that strong legal systems at the village level contribute directly to stronger communities and a stronger nation.

East Java Governor Khofifah Indar Parawansa also underscored that the presence of peacemakers addresses a fundamental societal need. According to her, peacemakers help anticipate and mitigate potential conflicts arising from differences in socio-economic status, culture, and social backgrounds.

“At the village level, when leaders and officials possess the knowledge and capacity to offer solutions through legal aid posts, the effort to safeguard national unity truly begins from the grassroots,” Khofifah said.

Meanwhile, Head of the East Java Regional Office of the Ministry of Law, Haris Sukamto, explained that training for peacemakers and paralegals is essential to improving the quality of legal services, as they serve as the frontline for communities seeking tangible justice.

“We recognize that this achievement is not the end, but the beginning of a greater responsibility—to ensure that legal aid posts are not only physically present, but also effective, beneficial, and sustainable for the community,” he said.

Currently, legal aid posts have been established in all villages and subdistricts across East Java, totaling 8,494. Nationwide, 71,773 village and subdistrict legal aid posts have been formed, representing 85.5 percent of the country’s 83,946 villages and subdistricts. Out of Indonesia’s 38 provinces, 29 have established legal aid posts in every village and subdistrict within their jurisdictions.
