Pancasila as the Foundation and Guiding Principle of the Ministry of Law

Jakarta – Pancasila must serve not only as a national symbol but also as the foundation and guiding principle for the Ministry of Law, especially in carrying out its digital transformation agenda. This message was delivered by the Head of the Law Human Resource Development Agency (BPSDM), Gusti Ayu Putu Suwardani, during the National Webinar on “The Role of Pancasila in Digital Transformation: Building Ethical and Character-Driven Public Service Spaces for Civil Servants.”

Gusti Ayu explained that the fourth priority of President’s Asta Cita is directly linked to the role of BPSDM Law: developing human resources in the legal sector grounded in Pancasila and human rights.

“As part of the government, the Ministry of Law must align with the President’s vision of ‘Advancing Indonesia Together, Toward Golden Indonesia 2045.’ Achieving Golden Indonesia 2045 is not a simple task—it requires extraordinary support from human resources and supporting infrastructure,” she said on Tuesday (November 18, 2025).

She noted that the President’s mission is reflected in the eight priorities of Asta Cita, with the first priority focusing on strengthening Pancasila, democracy, and human rights.

“Based on the Asta Cita, we must focus on strengthening the values of Pancasila in everything we do—how we behave, how we carry out our duties as civil servants—and ensure that these values remain aligned with the era of digital transformation,” she said.

Gusti Ayu noted that by upholding the core values of Pancasila, civil servants at the Ministry of Law are expected to make optimal use of technology.

“With a strong grounding in Pancasila’s values, we hope our civil servants understand how to use technology wisely and manage it effectively—this becomes an important foundation,” she said.

Meanwhile, Head of the Bureau of Legal Affairs, Public Communication, and Cooperation, Ronald Lumbuun, emphasized that digital transformation must be accompanied by communication grounded in Pancasila.

Drawing from the second principle of Pancasila, he explained that communication must be grounded in respect—showing empathy, using polite language, and treating everyone fairly and with dignity.

He added that Pancasila should not be seen merely as the foundation of the state, but also as a moral and ethical guide for daily interactions, communication, and building harmonious social relations in today’s era of openness and diversity.

“For this reason, we urge civil servants to be more mindful of behaviors that reflect the core values of the BerAKHLAK ASN, especially the PASTI values upheld by the Ministry of Law,” Ronald said.
