Minister of Law: Indonesia-Kuwait Cooperation Must Comply with Regulations

Jakarta — The Minister of Law (Menkum), Supratman Andi Agtas, held a meeting with the Jamiyyah Khairiyah Foundation, an official foundation operating under the direct auspices of the Kuwaiti Embassy in Indonesia. The meeting discussed primary cooperation priorities involving the construction of educational infrastructure and religious facilities, while simultaneously supporting Islamic da'wah (outreach) and education in Indonesia.

The Minister welcomed the initiatives and noble intentions presented. He also emphasized the importance of ensuring that all processes follow applicable regulations so that the development can provide long-term benefits for the community.

"I welcome this news because the goal is very noble, to assist Islamic da'wah and education in Indonesia," Supratman said in his office on Wednesday (March 4, 2026).

Equally important, Supratman continued, is ensuring the entire process aligns with current regulations to ensure the infrastructure yields sustainable benefits for the public.

"We have received many similar requests, ; however, they require time as they must go through verification processes, including checking waqf deeds (endowment), construction permits, and sustainability aspects,” the Minister explained.

This year alone, the Kuwaiti Embassy in Indonesia, through the foundation, has successfully built 15 mosques and several schools in underdeveloped regions. Furthermore, within the past week, the foundation completed nine construction programs for orphanages and Tahfidz (Qur'an memorization) schools.

The General Manager of Jamiyyah Khairiyah, Syech Abdulrahman Ali Zaid Mahfal, expressed his hope that collaboration with the Indonesian government could be expanded, specifically to reach Eastern Indonesia, including Sulawesi, East Nusa Tenggara (NTT), West Nusa Tenggara (NTB), Maluku, and Papua.

"We are ready to assist in building as many madrasas, Tahfidz houses, Islamic boarding schools (pesantren), and all forms of infrastructure aimed at education and da'wah. For a swift process, we only require a minimum plot of 12x12 meters to establish a mosque," said the Sheikh.

He also affirmed that the foundation is ready to comply with all Indonesian legal provisions, including the obligation to possess waqf deeds and construction permits as part of good and sustainable governance.

At the conclusion of the meeting, both parties agreed to maintain communication and explore connectivity with foundations or parties that already possess clear legal waqf status, ensuring every program runs in an orderly, transparent, and sustainable manner.

This meeting served not only as a formal dialogue but also reflected a shared commitment to expanding access to education and strengthening moderate and inclusive religious values. The focus on Eastern Indonesia highlights a commitment to promoting equitable social and educational development in regions that still require support.

This collaboration is expected to serve as a bridge of goodwill between Indonesia and Kuwait, expanding social and educational benefits for the Indonesian people, providing tangible benefits for future generations, and strengthening the friendship between the two countries in the spirit of humanity and education.

The Jamiyyah Khairiyah Foundation delegation was led by Syech Abdulrahman Ali Zaid Mahfal, accompanied by Mr. Abdul Barie Alkatiri and Abdul Hakim Hamdun of the Kuwait Charity Legal Team, and Layla Aljufri, Head of the Economic Investment and Tourism Board.
