Gathering Support for Indonesia's Royalty Initiative, Minister of Law Supratman Meets China-ASEAN Representatives

Xi'an, China — Sunday, October 26, 2025, Minister of Law Supratman Andi Agtas represented Indonesia at the 16th China-ASEAN Heads of Intellectual Property Offices Meeting in Xi'an. In his speech, he urged China to support Indonesia's proposal on copyright royalty governance, which will be presented at the WIPO Standing Committee on Copyright and Related Rights (SCCR) session in Geneva this December.

"We highly appreciate China's support for this proposal. This proposal plays an important role in ensuring fair, transparent, and sustainable governance of copyright royalties in the digital environment," said Minister Supratman.

In his speech, Minister Supratman said that President Prabowo Subianto made intellectual property a main priority in national development. Through the ASTA CITA vision, the government is committed to building a creative economy, encouraging innovation, and developing an intellectual property-based industry.

Indonesia is currently updating its legal system, including revising the Industrial Design and Copyright Laws, and implementing a policy that allows intellectual property certificates to be used as collateral for bank loans to support MSMEs and local entrepreneurs.

"We see intellectual property not just as a technical matter, but as a strategic instrument to empower communities, enhance business competitiveness, and promote sustainable economic growth," said Minister Supratman.

Commissioner of the China National Intellectual Property Administration (CNIPA), Shen Changyu, explained that China is currently updating its Intellectual Property Guidelines for the fifth time. China also expressed its support and interest in reviewing Indonesia's proposal. "China will support Indonesia's proposal at the SCCR session and review it carefully," said Shen.

The 16th China-ASEAN Meeting served as a forum for policy discussions and the sharing of experiences between ASEAN member states and China. In this forum, a new Ten-Year Action Plan will also be formulated, covering potential collaborations in training, the protection of traditional culture, and technological innovation across the region.

Indonesian Minister of Law, Supratman Andi Agtas, also signed a Memorandum of Understanding (MoU) between the Ministry of Law of the Republic of Indonesia and the China National Intellectual Property Administration (CNIPA) on Monday, October 27, 2025.

The signing of this Memorandum of Understanding (MoU) marks an important milestone in Indonesia–China cooperation on intellectual property. The MoU also replaces the previous cooperation agreement, which ended on June 18, 2024.

"This MoU reflects our shared commitment to strengthening cooperation in the field of intellectual property. This partnership will not only strengthen cooperation between the two institutions but also bring real benefits to the economies and people of both countries," Minister Supratman said in his speech.

The Memorandum of Understanding (MoU) between the Indonesian Ministry of Law and CNIPA focuses on strengthening the Intellectual Property (IP) system in both countries. It covers four main aspects: patents, industrial designs, trademarks, and geographical indications. Additionally, the cooperation also includes the exchange of strategic ideas, the enhancement of best practices in IP examination, and the improvement of human resource quality.

The issue of protecting genetic resources and traditional knowledge is also gaining attention. This effort aligns with the latest cooperation between ASEAN and China, which focuses more on protecting traditional cultural expressions.

Director General of Intellectual Property, Razilu, also signed a Memorandum of Understanding (MoU) on the Patent Prosecution Highway (PPH) with CNIPA. The PPH cooperation aims to accelerate patent examination for applicants from Indonesia and China by exchanging examination results and mutually recognizing substantive decisions.
