A New Era of Corporate Transparency Begins: Ministry of Law Launches App to Combat Financial Crime

Jakarta – In line with the Asta Cita vision, which focuses on legal reform, anti-corruption, and establish a stable investment climate, the Ministry of Law, through the Directorate General of Legal Administrative Affairs, organized the National Forum on Strengthening Collaborative Governance. The forum was a strategic initiative designed to enhance corporate transparency and combat financial crimes effectively.

The Minister of Law, Supratman Andi Agtas, emphasized in his speech that transparency is the foundation for building a healthy, fair, and corruption-free business ecosystem.

"Transparency is an essential instrument for attracting investment and maintaining the stability of the national financial system. However, these transparency efforts frequently face the challenge of asymmetric information, where the true identity of a corporation's beneficial owners is often concealed behind complex and layered legal structures," the Law Minister stated at the Graha Pengayoman on Monday (10/06/2025).

The current system is vulnerable, with many loopholes exploited by some to commit financial crimes such as concealing the profits of corruption, money laundering, tax avoidance, and terrorism financing.

The Minister of Law explained that the Indonesian government had previously implemented a strategic step through Presidential Regulation No. 13 of 2018, which introduced a beneficial ownership reporting system based on self-declaration. However, it was considered less optimal because it lacked strong verification mechanisms.

"To address this fundamental challenge, we can no longer work in silos. Today marks the beginning of a new era. Under the Minister of Law and Human Rights Regulation No. 2 of 2025, we are transitioning from a 'self-declaration' system to an integrated collaborative verification process," Supratman said.

One of the three initiatives introduced at this forum, marking a significant shift in how we manage beneficial ownership (BO) data, is the launch of the new BO Verification System application. This tool enables a systematic data validation process, providing users with immediate and reliable assurance of data accuracy, and is expected to enhance the efficiency and accuracy of data verification.

The second initiative was the launch of the Beneficial Ownership (BO) Gateway prototype. This integrated digital platform is designed to facilitate the exchange and verification of BO data across multiple ministries and agencies. It will serve as a data bridge, connecting the Directorate General of Legal Administrative Affairs (Ditjen AHU) with key institutions such as the Directorate General of Taxes (Ditjen Pajak), the Financial Transaction Reports and Analysis Centre (PPATK), and the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This connectivity is crucial for implementing the multi-layered verification approach recommended by the Financial Action Task Force (FATF).

"We are going beyond simply creating a new system. By providing accurate BO data through the BO Gateway, we are equipping law enforcement officers with a precise tool to trace financial flows to their source. At the same time, we are providing legal certainty for investors, supporting the B-Ready initiative, and strengthening Indonesia's position as a secure destination for investment," concluded the Minister of Law.

The third initiative was the signing of the Cooperation Agreement (PKS) between the Ditjen AHU and various ministries and institutions (K/L), followed immediately by the Kick-Off Meeting for the BO Gateway. This interactive discussion featured speakers from the PPATK, Stranas PK, Ditjen Pajak, the Ministry of Energy and Mineral Resources (ESDM), and Pertamina. They met to discuss the strategies, challenges, and future implementation of the collaborative governance model.

The forum was attended by KPK Chairman Setyo Budiyanto; Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra; and representatives from ministries and agencies, including the KPK, the Prosecutor’s Office, and the Indonesian National Police (Polri). Through these initiatives, the government reaffirmed its commitment to establishing accurate and reliable Beneficial Ownership (BO) data, aimed at strengthening law enforcement and enhancing corporate transparency in Indonesia.
