Bandung – Access to free legal aid has become more accessible for residents of West Java. With a total of 5,957 Legal Aid Posts (Posbankum) established in every village and urban area, West Java now holds the record as the province with the highest number of Posbankum in Indonesia.
Indonesia’s Minister of Law, Supratman Andi Agtas, stated that the establishment of Village and Urban Village Posbankum ensures equal access to justice for everyone. He added that these services empower communities to resolve legal issues independently, with a focus on peaceful settlement and mediation.
“The success of the Posbankum in promoting independent and peaceful conflict resolution outside the court system is expected to help reduce the workload of law enforcement institutions such as the Police, the Prosecutor’s Office, and the Supreme Court,” said Supratman at the opening of the West Java Posbankum at the Sabuga Building in Bandung on Thursday, (10/2/2025).
He explained that the Posbankum offer four services: legal information and consultation, legal assistance and advocacy, mediation, and Lawyer Referral Services.
In providing these four services, the Posbankum are supported by paralegals who have completed training conducted by accredited Legal Aid Providers. This training strengthens their skills and competence in providing legal assistance, particularly in non-litigation cases. The Posbankum are also supported by legal educators, interns, the head of the village and the head of urban village, as well as Babinsa and Babinkamtibmas.
“The paralegals work under the supervision of Legal Aid Providers and Legal counselor to ensure that their services at the Legal Aid Posts (Posbankum) are carried out in line with established service standards,” he said.
Supratman further explained that the establishment of the Posbankum is part of the implementation of the Asta Cita program, particularly in promoting legal reform, legal development, and expanding access to legal services for people across Indonesia. Quoting President Prabowo, he emphasized that the law serves as a guarantee of justice, not only a fundamental right but also a shared responsibility of every Indonesian citizen.
“We are proud and pleased with West Java’s accomplishment in supporting the goal of Asta Cita 7, which focuses on broadening and equalizing access to justice through legal aid services,” he said.
At the same event, West Java Governor, Dedi Mulyadi, said that the opening of the Posbankum was carried out in the spirit of justice, with the hope that social conflicts could be resolved at the village or urban village level.
“Hopefully, the establishment of Posbankum will serve as a platform to resolve social conflicts starting from the neighborhood (RT) and community (RW) levels up to villages and urban villages. If every area is equipped with proper facilities, sufficient funding, intellectual and emotional capacity, social conflicts in our nation can be resolved right at the village level,” said Dedi.
The Ministry of Law aims to establish 7,000 Posbankum across Indonesia by 2025. With the opening of the Posbankum in West Java, the total number of Posbankum nationwide has reached 36,547 as of October 1, 2025.
