Ministry of Law Meets YouTube to Discuss Royalties and AI Governance

Jakarta – The Ministry of Law (Kemenkum) held a meeting with YouTube management to discuss royalty issues, copyright protection, and artificial intelligence (AI) governance, as part of efforts to strengthen Indonesia’s digital creative ecosystem.

During the meeting, Minister of Law Supratman Andi Agtas emphasized that digital platforms such as YouTube are strategic partners of the government in fostering creator growth and developing the national creative economy. However, he highlighted that the key challenge currently lies in the transparency and governance of collective management organizations (LMKN) in royalty distribution.

“In the future, royalty governance must be more transparent, fair, and supportive for Indonesian creators, musicians, and performers. The main challenge today is not the platform, but the management and distribution system of royalties by collective management organizations,” Supratman said during a meeting with YouTube’s VP Global Head of Government Affairs & Public Policy, Leslie Miller, at the Ministry’s office on Tuesday (January 27 2026).

Supratman explained that the government is strengthening the royalty governance framework through enhanced LMKN functions and the establishment of a national song database.

“We encourage centralized digital mechanical rights collection through LMKN to strengthen oversight, improve accountability, and ensure clear and fair royalty distribution. The government is also developing a national song database to improve the royalty distribution system in Indonesia,” he said.

According to the Minister, digital platforms and AI present unique challenges to copyright protection, including platform responsibility, fair use, content monetization, protection of creators’ rights in the digital era, voice cloning, and likeness rights.

“Indonesia is committed to strengthening copyright protection in the digital era, including through deliberations on the Copyright Bill and the formulation of regulations on AI, voice cloning, and likeness rights. We want to ensure that technological innovation continues to grow without undermining creators’ economic rights and reputations,” Supratman stated.

He also expressed appreciation for YouTube’s support for Indonesian creators and hoped the partnership could be expanded, particularly in copyright education, royalty value enhancement, child protection in digital spaces, and strengthening LMKN through sustained collaboration.

Meanwhile, Leslie Miller reaffirmed YouTube’s commitment to supporting creators in Indonesia and globally to build a sustainable creative ecosystem, emphasizing the importance of effective rights governance.

“We recognize the importance of transparency, fair remuneration, and effective rights management. YouTube looks forward to working with Indonesian authorities and stakeholders, including LMKN, to help ensure a balanced and responsible copyright framework,” she said.

Miller added that Indonesia represents a dynamic and important market for YouTube. The company stands ready to collaborate on AI governance, digital safety, and child protection.

“We welcome continued engagement on emerging issues such as AI, online safety, and child protection, and are committed to working together to find solutions that benefit creators, users, and the broader digital ecosystem,” she added.

The meeting reaffirmed the government’s policy direction in building a fair, transparent, and sustainable digital creative ecosystem through collaboration among government institutions, digital platforms, creative industries, and international partners.
